Trump's Woke Alarm Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's national security strategy offers a flawed view of Europe. The document asserts that unrestrained immigration and what it terms "woke" policies pose an grave threat to the continent's identity. However, this perspective rests on a fundamental misreading of the reality. The actual danger facing Europe is not cultural but technological and economic lag.

The Stark Economic Divide Separating Europe and the US

The data reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% increase for the EU. Over this time, EU GDP per capita dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than major European economies like France and Italy.

Today, roughly 50% of the world’s 50 largest tech companies are American, while a mere four are European.

The Technological Deficit: The Core Question

The growing disparity stems from superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly American. Over the past fifty years, 241 US firms have grown into companies valued at over ten billion dollars, versus only fourteen in Europe.

This gap raises a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely concede it is largely a contest between two between the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of key factors account for this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. Europe still lacks a genuine unified investment market, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper European business. A American entrepreneur can introduce a product under one regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population size, is split among twenty-seven different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Key analyses on EU competitiveness and the single market point to the need for sweeping changes.

With the right incentives and regulatory reforms, these assets could support much higher degrees of business-led breakthroughs.

The continent still possesses significant strengths: skilled human capital, excellent schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge tech, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
